Tribune presents second plan to exit

Tribune Co. filed its latest plan to emerge from Chapter 11 protection late Friday, hoping it had sufficient creditor backing to win a Delaware bankruptcy court's confirmation and end its contentious two-year bankruptcy.

But the Chicago-based media firm is by no means assured of success even though it filed the reorganization plan jointly with the Official Committee of Unsecured Creditors, JPMorgan Chase and hedge funds Oaktree Capital Management and Angelo, Gordon & Co.

By Friday, other creditors seeking a richer payout from the bankruptcy estate are expected to present competing plans for concluding the restructuring, which has been rocked by shifting alliances and pitched legal battles over how much creditors should receive and who should be held responsible for paying them.

Aurelius Capital Management and a group calling itself the Step One Credit Agreement Lenders, which holds $768 million worth of senior claims, are mulling filing separate plans, sources said.

This is the second reorganization plan Tribune Co. has presented to a Bankruptcy Court in Delaware, and it includes pacts brokered with leading creditor groups in recent weeks by U.S. Bankruptcy Judge Kevin Gross, a court-appointed mediator.

$2.9 billion stock offering

Visteon Corp (VSTO.OB), which emerged from bankruptcy earlier this month, said on Friday it would launch a $2.9 billion offering for about 47 million shares.

In a U.S. Securities and Exchange Commission filing, the company said it was registering the stock to allow some of its stockholders to sell their shares, and that it will not receive any proceeds from the share offering.

Iraqi PM criticises only timing of Wikileaks,not deny

Nouri Maliki has criticised the timing of the release by Wikileaks of almost 400,000 secret US military documents about the conflict there.
Maliki is trying to keep his job after inconclusive elections in March.
Wiki Leaks "said" the disclosure was target at revealing the truth about the war.
The founder, Julian Assange, said the records showed there had been "a bloodbath on every corner" and provided evidence of war crimes against U.S and allies.

But from U.S. chairman of the Joint Chiefs of Staff, Admiral Mike Mullen, strongly deny the disclosure of classified information.

"Keep all the security powers in the hands of one person, who is the general commander of the armed forces, have led to these abuses and torture practices in Iraqi illegal prisons," spokeswoman Maysoun al-Damlouji told the Associated Press.

Breast cancer bikini

Joan Duarte, project facilitator of the Port Elizabeth branch of the Cancer Association of South Africa (Cansa), said local support for breast cancer has been growing each year and more and more projects were getting off the ground.

“The Port Elizabeth public have always been so supportive and we are so grateful for that and would like to thank them. Local business is amazing. We know how many organisations ask for the same R1, but we have had wonderful support,” Duarte said.

Sport celebrities like cricket legend and cancer survivor Dave Callaghan have also been backing the cause. He is involved in the upcoming breast cancer project – the Nashua Largest Ever Bikini Photo Shoot next Saturday at the Nelson Mandela Bay Stadium.

The event – which aims to break the world record for the largest gathering of women in bikinis, is in aid of the Cansa.

“The photo shoot is a great awareness campaign for cancer. I personally believe the best cure for most cancers is early detection. The more people we can make aware of the disease, the better the chances of survival,” Callaghan said. He was also involved in the Celebrity Sixes Cricket tournament held in the Bay in aid of cancer in May.

The Eastern Province Kings as well as the Sharks have also shown their support and traded their usual rugby colours for pink jerseys this month.

As October is Breast Cancer Month, Duarte said this time of year was the busiest on the cancer project calendar. On October 1 a massive pink flag was hoisted on the Donkin Reserve. “I am sure this is the biggest pink flag in Africa if not the world. It is 12m x 8m which was proudly donated by Mandela Bay Development Agency. I flew in from Johannesburg on Sunday and was so proud to see the flag from the plane,” said Duarte.

She said throughout the month Cansa had been running Cuppa’s for Cancer, shavathons, wellness days and exhibits. “We have been inundated with orders for pink ribbons.”

Another indication support had grown was the Algoa FM Boardwalk Big Walk for Cancer. This event has grown from 2000 to 5000 entrants last year. The walk will take place next Saturday at the Boardwalk.

On October 29, FNB will be hosting a golf day in aid of breast cancer at the Port Elizabeth Golf Club and will also host a music trivia afterwards.

Next year’s calendar is already starting to fill up with the Relay For Life taking place in East London.

“All the events are supported by the Port Elizabeth public and Cansa would like to salute them for being there for us, fighting the fight against cancer and helping to give hope to those who are fighting the battle.”

Swim star Fran Crippen, 26, dies

Swim star Fran Crippen died Saturday after losing consciousness during a World Cup 10K race in Fujairah, United Arab Emirates, according to media reports.

When Crippen did not finish the race, his competitors went back in the water to assist with the search, Swimming World reported. One Portuguese-language news account put the water temperature at 86 degrees.

The 26-year-old Crippen, who won a bronze medal in the 10K event at the World Championships last year, had been training in Mission Viejo through 2008. The Philadelphia native then went back East to be closer to home.

FINA, swimming's international ruling body, issued a statement of condolence and said: "The cause of this death remain under investigation."

USA Swimming also said it would "continue to work with FINA, the meet host and others to determine how this tragedy occurred."

The swim world quickly responded with tributes to Crippen on a Facebook.om page and sent messages of condolence on Twitter.com

"Omg. My long time teammate on the Nadadores and team USA, Fran Crippen, passed away today while racing in Dubai," wrote Chloe Sutton on Twitter. "He was an amazing guy and one of the best ambassadors for the sport and I already miss him."

Oxfam's Julie Schindall, who has been in Haiti since March, said Oxfam has mobilised extra specialists to set up water, sanitation and hygiene programmes for the charity’s assigned zone – a habitat of 100,000 people.

Ms Schindall told Channel 4 News that with the source of the outbreak still unknown, aid workers have to move quickly to contain it.

She fears the spread of cholera could be spurred on by the celebration of a public holiday in Haiti at the beginning of November. "There's a major festival over the November 1st holiday period – when lots of people will be moving around. We have to move very very quickly."

Ms Schindall said the government, which is leading the response, has the holiday "on their radar".

Ms Schindall said Oxfam met with officials from the UN, the Haiti government and other non-government organisations (NGOs) to co-ordinate the response to the outbreak – which is centred on the Lower Artibonite region, north of the capital Port-au-Prince.

The worst-affected areas are in Douin, Marchand Dessalines and around Saint-Marc in the Artibonite region.

Doctors fear the outbreak could spread to the crowded tent camps, which are home to millions of people left homeless by the January 12 quake.

A vast aid infrastructure has been set up in the wake of the earthquake, said Ms Schindall, which has helped to co-ordinate aid responses.

However, after President Rene Preval's confirmation last night that cholera was spreading, aid agencies stepped up their efforts.

Ms Schindall told Channel 4 News: "Everyone is on high alert. You could tell just from the amount of traffic in the city – it's very busy. I don’t want to scaremonger but it could get worse and the logistics are enormous."

She said Oxfam's first step would be to distribute clean water and to prevent the spread of dehydration. "Cholera kills fast, but it is treatable – preventing it is the best way of treating it," she added.

Cholera is not transmitted by person-to-person contact but through contaminated water, food and body fluids.

While this is the first outbreak of cholera in a century, the authorities have urged people not to panic, saying the deadly dehydration caused by cholera could be easily treated by drinking boiled water mixed with sugar and salt.

While no cases have been reported in Haiti's rubble-strewn capital, where 1.3m homeless are living in tent cities after the earthquake, reported cases of the illness have been creeping closer to the city in the past 24 hours.

Dr Jon Arbus, deputy director of the Pan American Health Organisation, said: "One of the simplest things they can do is frequent handwashing. Personal hygiene. That does wonders. Safe water, chlorine is being provided so to take advantage of those measures that will ensure that anything ingested whether it be water or food is properly prepared and that the source of the water is safe and adequately treated."

Lexington BBQ Festival 2010

Brock Lesnar and Cain Velasquez Won’t Be Working Overtime

Don’t expect for the box office scrap between heavyweight king Brock Lesnar and Cain Velasquez to last too long.

Similarly to the last time he took the stage, Lesnar will be facing a foe who doesn’t have a propensity to go past the opening stanza. Prior to UFC 116, Shane Carwin held a perfect 12-0 mark with all of his fights ending within the first five minutes.

A 2ndRound arm-triangle choke quickly changed that.

Velasquez’s resume isn’t quite as extensive as Carwin’s, although it’s just as decorated. The Mexican-American holds an immaculate 8-0 record, with seven of his victories coming by way of (T)KO and one unanimous decision.

Five of his W’s have come within the 1stRound. He’s collected two wins in the middle round, to go with his one decision.

Velasquez has never finished a foe in the 3rdRound and Saturday signifies his first opportunity at a five round championship affair.

Lesnar, on the other hand, owns a dominant 5-1 record, with a pair of wins coming by some form of knockout. He’s earned two of his victories by way of submission and one via unanimous decision.

The former WWE stud’s triumphant mixed martial arts debut ended in the 1stRound. He’s collected three of his wins in the second stanza, with none ending in the third.

Lesnar’s sole blemish came in a 1stRound submission loss to Frank Mir in his UFC debut back in February 2008. He’s never gone into the championship rounds since donning Octagon gold.

While the odds of this blockbuster brawl going the distance are bleak – just ask the Gambling Gods – it doesn’t mean fans won’t be getting bang for their buck by ordering the pay-per-view event. A fast ending usually equates to a spectacular finish, so don’t fret over dropping $54.99 (HD is a must for this one, so I tacked on the extra 10 bones).

UFC 121 will be jumping off this evening inside the Honda Center in Anaheim, California.

Erin Andrews Peephole Content Back Online

Last year ESPN sideline reporter Erin Andrews made headlines around the world after peephole clips and photos were taken from her hotel room.

The man responsible for secretly setting up the camera and taping Andrews was eventually caught and was sentenced to 30 months in jail.

However, the subsequent damage had already been done.

The video, was leaked online (of course) and hundreds if not thousands of blogs and forums reposted the footage and images.

Over the past year Andrew’s laywers have worked diligently requesting website owners to remove the footage and images as they violate Andrews privacy and copy right laws.

Once a cease and desist letter was received, most websites obliged and quickly removed the material.

However, not all website owners took the legal threat seriously.

TheDirty.Com not only refused to remove the video and images from their website, but instead reposted them today.

“Erin Andrews, can you ask your lawyers if this is the post they want me to take down because I am confused?” wrote Hooman Karamaian the owner of TheDirty.com who uses the alias Nik Richie. “Welcome back to reality… your fault.- nik.”

TheDirty has been sued several times in the past.

Colby Lewis gets Rangers 3 outs away

ARLINGTON, Texas -- Colby Lewis had no problem pitching the Texas Rangers out of the top of the eighth inning, allowing a harmless walk to Brett Gardner while striking out the side in Game 6 of the ALCS.

The 51,404 at Rangers Ballpark roared in unison as Lewis got Derek Jeter on a check-swing strike to end the eighth with the Rangers leading 6-1. Neftali Feliz is warming in the bullpen, which could mean Lewis' night is done. If it is, he just pitched the game of his life.

Lewis has allowed just three hits in the game. He pitched four hitless innings to start the game. Four of his seven strikeouts have come in the seventh and eighth innings.

Ron Washington fine with Nick Swisher

ARLINGTON, Texas -- Texas Rangers manager Ron Washington said he doubts any other New York Yankee would have uttered such statements, but he has no problem with outfielder Nick Swisher boldly voicing his desire to face Cliff Lee in a Game 7.

"That's Swisher. He's a tough competitor," Washington said Friday during his pregame press conference. "He's not afraid to say what he feels and I have nothing against him saying what he feels."

On Thursday, Swisher was agitated by reporters asking teammates a couple of lockers down about going against Lee in a possible Game 7. The Yankees first had to face Rangers right-hander Colby Lewis in Friday night's Game 6. So Swisher interjected.


"You guys are talking about Cliff Lee?" Swisher said out loud in a room full of reporters. "[Expletive], who cares?" As Swisher walked off, he said, "I can't wait to hit against his [behind]."

Swisher somewhat broke out of an awful postseason slump in Game 5 with a home run. He has just two hits in 19 at-bats in the ALCS. In Game 3 against Lee, Swisher went 0-for-4 with a strikeout.

"I think if I was sitting in his shoes and I had to face Cliff Lee, I'd probably feel the same way," Washington said. "But, you know the game is not played with words; it's played between the lines. And, if he can back it up, I'll pat him on the back."

When Swisher was asked Thursday about voicing his opinion with reporters around, he interrupted the question at the mention of "Cliff Lee" and said he was done talking about the Rangers' ace. Lee beat the Yankees twice in the 2009 World Series with the Philadelphia Phillies and again in Game 3 of the ALCS.

"He's always had the heart of a champion and he's playing in an organization that is champions," Washington said. "You know, he's probably the only one that would probably come out and say something like that on that team. But, if he believes that, I have no problem with it."

Yankees manager Joe Girardi simply said he hopes Swisher is right and that the Yankees, down 3-2 to the Rangers, get the chance to see Lee again.

"I hope we do get a chance to face Cliff Lee [Saturday]. Because that would be a good thing," Girardi said. "We were talking about Game 3 [Lee's first start] before we even started the series. And the one thing is we didn't talk about Game 7 and Game 4, Game 5 and Game 6 ... Swish in a sense is right. We hope we do get to face him because that means there's a Game 7.

Phillies-Giants winner,Rangers beat Yankees, await

ARLINGTON, Texas - The Texas Rangers waited four minutes to start Friday's American League Championship Series game with the New York Yankees and 50 years to earn their first World Series berth.

Both were worth the wait.

The four-minute delay was courtesy of rain, but after that the Rangers went about their business, ending their long World Series drought with a 6-1 win over the Yankees at the Ballpark in Arlington.

So, if the Phillies make it to a third consecutive World Series, they will face a third different opponent. The Rangers dethroned the defending champions, four games to two, in the best-of-seven series.

No other franchise has taken longer to advance to its first World Series.

The Series will begin Wednesday at the home of the National League pennant winner.

Texas righthander Colby Lewis, who pitched in Japan the last two seasons, won his second game against the Yankees in this ALCS. He allowed just one run on three hits in eight innings, striking out seven and walking three.

"He went out there tonight and gave everything he had; he showed heart, he showed grit," Rangers manager Ron Washington said.

The series' MVP was Josh Hamilton, who hit .350 with four home runs and seven RBIs.

"I don't want to talk about myself; I want to talk about my teammates, because we are the reason we're standing here," Hamilton said. "This group is here because they don't know how to fail."

The Rangers, who began as the second expansion edition of the Washington Senators before moving to Texas for the 1972 season, had never won a postseason series before defeating the Tampa Bay Rays in this year's American League division series.

On Friday night, Texas took a 1-0 lead by scoring in the first inning for the fourth time in this series. That improved the Rangers' first-inning advantage to 7-0.

Elvis Andrus led off with a double to extend his postseason hit streak to all 11 of the Rangers' games.

Hamilton hit a one-out single to shallow left field, and Andrus was held at third base. That brought the first trip to the mound by Yankees pitching coach Dave Elland, three batters into the game - not the best show of confidence in starter Phil Hughes.

Vladimir Guerrero then drove in Andrus with a groundout to second on a hit-and-run play.

Lewis pitched four hitless innings to begin the game. He allowed a first-inning walk to Curtis Granderson, who was thrown out by Bengie Molina when he tried to steal second.

Finally, Alex Rodriguez broke up the no-hitter with a leadoff double to left field in the fifth inning.

Rodriguez went to third on a deep flyout to center field by Lance Berkman and scored on a wild pitch that will provide fodder for advocates proposing a wider use of instant replay.

Television replays showed that the bouncing ball struck batter Nick Swisher just below his left knee.

Molina, the catcher, didn't react to the wild pitch, believing that Swisher would be awarded first base. Home-plate umpire Brian Gorman didn't make the call, and Rodriguez scored the tying run.

After his shaky first inning, Hughes settled down until his exit in the fifth.

Texas' No. 9 hitter, Mitch Moreland, opened the fifth with an infield hit and advanced to third on consecutive groundouts.

Hamilton then was issued his second intentional walk of the game, putting runners at the corners with two outs.

To show how much respect the Yankees have for Hamilton, they walked him to pitch to Guerrero for the second time this game. Guerrero is a career .320 hitter, and he showed why by drilling a two-run double that snapped the 1-1 tie and chased Hughes

Richard Holbrooke and Pakistan

U.S. Envoy for Afghanistan and Pakistan, Richard Holbrooke is in Pakistan, again! Personally, I admire America’s commitment to strengthen democracy in Pakistan. I also applaud Obama’s efforts to stabilize Pakistan. For some, it is obvious that Holbrooke’s intense efforts and frequent visits are a clear sign that Washington is very serious about doing whatever it can to make sure that ordinary people, especially in Pakistan don’t give up on democracy. For this, Washington is still pouring money, but the deep rooted structural problems in Pakistan wont’ be, and they can’t be fixed in couple of months, or even couple of years. It will take a while to reverse the course and to stop Pakistan from crossing point of no return.



Washington has to do more, a lot more.

Since the tragedy of 9/11, Washington has done a lot for Pakistan, but it is worth remembering that whatever Washington did was, or most of it was in the form of military aid to supplement America’s war in Afghanistan. There was little in the shape of civilian aid, if one compares the actual dollar amount between the military assistance and civilian aid. I am not suggesting that nothing was done, and I am not attempting to down play, or God forbid demonize the American assistance, but I am , trying to draw attention to the very little civilian aid, at least so far. Therefore, in order to truly help Pakistan, Holbrooke will have to reassess the issue of civilian aid. In fact, if Richard Holbrooke is serious about stabilizing Pakistan, he will have to really to take control of the civilian aid issue.

In addition to civilian economic aid, Islamabad also needs a realistic and comprehensive strategy to overcome the colossal challenges that are destroying Pakistan’s future. Ironically, good governance is not easy in a country like Pakistan. For decades, corruption has been a cancer in Pakistani society and this issue has to be taken into account without blaming any particular government.

Lack of trust in successive governments by Pakistanis is another problem that won’t go away. Repeated military inventions have destroyed democratic institutions. Add to this mix the overall deteriorating economic, political and social situation in the country. If all this was not enough, the dangerously high birth rate in Pakistan has been eating away whatever little progress was made in any particular field. More alarmingly, the recent rise in suicide attacks against Pakistan and the military operation against the evil Taliban has jolted Pakistan to its very core. Further exasperating the situation is the horrific power shortage across Pakistan that is playing havoc with lives, and businesses. In other words, there are mountains of serious challenges for Pakistan to tackle, and Islamabad lacks the means to deal with so many issues threatening the country. Therefore, Holbrook will have to understand that Pakistan’s problems are inter-linked. Washington cannot single out one particular problem to assist Pakistan. The aid and assistance has to be designed to address all issues at once, otherwise, the vicious cycle of problems multiplying will continue.

The recent Al-Jazeera poll demonstrated, once again, the growing anti American sentiment in Pakistan. Since Pakistanis don’t trust America at the moment, Richard Holbrooke’s visits actually compound the problem instead of improving American image in Pakistan. In fact, every time Holbrooke visits Pakistan, the anger towards Washington intensifies. Moreover, Holbrooke’s recent suggestion that the military operation should be expanded to Waziristan has given more ammunition to leading American critics in Pakistan. Holbrooke should have delivered this message quietly to the government, if it was necessary.

Also, Holbrooke is meeting people from all walks of life, but this effort too is back firing because these people, especially members of the religious parties go on television and boast that they told Holbrooke and most of the time it is not pleasant.

Richard Holbrooke also met people from all walks of life in Karachi, but there is no reason to believe that these meetings either improve America’s image or help Holbrooke understand anything that he already doesn’t know.

By now, Americans know very well how Pakistanis view America.

If America is really serious about helping Pakistan get out of the current mess, as well as winning the ‘hearts and minds’ across Pakistan, they should scale back their activities in Pakistan. The fact that Americans are constructing a new super embassy in Islamabad which according to a report will house 350 marines, is not the way to convince Pakistanis that America is a friend.

If and when the economic and social situation in Pakistan started getting better with the help of Americans and the results of these improvements were felt by the masses, it would become easier for America to claim that Washington is an ally and a friend. Therefore, Holbrooke should work out the details of directly financing projects that Pakistan desperately needs instead of handing over money to Islamabad. This is the best way to ease the pain at the grocery store, and at the petrol pump etc. Similarly it is equally important to urgently address the on-going energy crisis in Pakistan. This is the quickest way to uplift Pakistan, because when Pakistanis notice the overall improvement in the country, anti American sentiment would automatically go down.

Winning hearts and minds in Pakistan is not going to be easy if Holbrooke shows up every couple of months to tell Pakistanis what they need to do. This is considered interference and it adds fuel to the already burning fire of anti-American sentiment. Holbrooke should rely on American embassy’s staff in Islamabad to give him the actual situation about the difficulties faced by ordinary people. As long as ordinary Pakistanis are in pain, it would be impossible for Americans to connect with any segment of the society.

The time has come for Washington to make a decision vis-à-vis Pakistan and its future. If Washington wants to continue on this path which results in unfriendly public, fine. However, if the Americans are honestly attempting to help Pakistanis, they must work on a different plan to directly invest to tackle the multiple crises about to swallow country’s future.

Richard Charles Albert Holbrooke (born April 24, 1941), Special Representative for Afghanistan and Pakistan under the Obama administration, is a top-ranking American diplomat, magazine editor, author, professor, Peace Corps official, and investment banker. He is also the only person to have held the Assistant Secretary of State position for two different regions of the world (Asia from 1977–1981, and Europe from 1994–1996).
From 1993–1994, he was U.S. Ambassador to Germany. Although long well-known in diplomatic and journalistic circles, Holbrooke achieved great public prominence only when he brokered a peace agreement among the warring factions in Bosnia that led to the signing of the Dayton Peace Accords, in 1995. Holbrooke was a contender in the replacement of Warren Christopher but ultimately lost to Madeleine Albright in 1997 when Bill Clinton chose a replacement for the Secretary of State. From 1999–2001, Holbrooke served as U.S. Ambassador to the United Nations.
He was an advisor to the Presidential campaign of Senator John Kerry in 2004. Holbrooke then joined the Presidential campaign of Senator Hillary Rodham Clinton and became a top foreign policy adviser; Holbrooke was considered a candidate for Secretary of State in a Clinton or Barack Obama administration.
On January 22, 2009, Holbrooke was appointed as a special adviser on Pakistan and Afghanistan, working under President of the United States Barack Obama and United States Secretary of State Hillary Clinton.

At every turn, countries, charitable foundations, wealthy individuals and even schoolchildren are refusing to give the Pakistani government money to deal with the floods that have ruined as many as 20 million lives. The European Union has angered Islamabad by giving its aid money to Western and Pakistani non-governmental organisations (NGOs). Leading international agencies and other countries have followed suit or sent relief goods rather than cash. Pakistanis are scandalised and embarrassed that their politicians, bureaucrats and generals have fostered so much corruption for so long that nobody trusts them to deal fairly with the victims of this summer’s historic floods. Yet early actions indicate the sceptics are right feudal landlords and politicians have been accused, according to news reports, of breaching levees to save their lands or diverting relief goods to their constituents.
Since the flooding began five weeks ago, neither President Asif Ali Zardari nor Prime Minister Yousaf Raza Gillani has sought to assemble a truly transparent mechanism that would receive and spend aid money. In contrast, Pakistan’s army, central government, four provincial governments and National Assembly have each set up separate flood relief funds to which few Pakistanis are contributing because nobody trusts them. With international financial institutions and the US government assembling at least $3 billion to help rebuild Pakistan’s devastated infrastructure, it is time for our kleptomaniac rulers to get their act together and make efforts to restore withering public trust.
Pakistan’s civilian government needs a trust fund along the lines of the one funding the Afghan government, army and police. Such a fund would not only monitor donated cash but help the government put together a non-political reconstruction effort. It could give a voice to the competent Pakistani technocrats, NGO workers and economists that the government has so far ignored. Such a reconstruction trust fund could be run by the World Bank and other international lending agencies. It should be overseen on the ground by independent Pakistani economists and social welfare figures. Pakistan’s bureaucracy and army, who would be implementing the plans, could have seats at the table, but they should not have veto power over how the money comes in or is spent. The fund could also help plan long-term economic reforms such as expanding the tax base (only 2.3 million of the 170 million Pakistanis pay tax) and insisting that landlords pay income tax this revenue is desperately needed, but no government has had the political will to implement such reforms.
No doubt, the ruling elite will cry that this would be intolerable for an independent nation and nuclear power. But the truth is that Pakistan lost its sovereignty a long time ago, when the ruling elite abandoned the poor and lost interest in economic development in favour of foreign loans, and the army wilfully ceded territory and population to militant Islamic networks. Further, the dismal response to the flood damage has eroded the people’s trust in government on a scale nearly matching 1971, when a typhoon in the eastern half of Pakistan drew no response from the western Pakistani elite, and the ruling elite lost East Pakistan, which is now Bangladesh.
It is urgent that steps be taken immediately already, a major fight has erupted between Islamabad and the four provinces over how to spend relief money. Opposition leader Nawaz Sharif claims that Islamabad is not providing funds to his province, Punjab the poorest province, Balochistan, which was racked by insurgency even before it suffered enormous flood damage, is not receiving relief goods on a scale going to the other provinces. The northern-most province, Khyber Pakhtunkhwa, has perhaps suffered the most infrastructure damage, but its calls for long-term aid have gone unanswered, according to news reports. Meanwhile, the long-time politician Altaf Hussain, an acolyte of the military whose party controls Karachi, has called for a “French Revolution”-style uprising and a military-led government a threat to the fledgling democracy that has taken shape since 10 years of destructive military rule ended in 2007. And amid all the destruction, the Pakistani Taliban is on the move 100 people were killed in suicide bombings in Lahore and Quetta last week, for which the Pakistani Taliban asserted responsibility. Separatists in Balochistan are taking advantage of the chaos to mount an assassination campaign against non-Balochs in their province.
The political infighting and threats will worsen as the waters recede and haphazard reconstruction starts. Reconstruction left to the government will be dominated by the interests of local politicians and feudal lords. A rational, fair plan is needed to cope with the massive scale of destruction 5,000 miles of road and rail washed away, up to a thousand bridges ruined, 7,000 schools and 400 health clinics destroyed, vast areas of the north still cut off. A fifth of Pakistan’s agricultural land is under water, foreshadowing food shortages. The threat of epidemics among flood victims looms.
The Obama administration has done sterling work in its contributions and in prompting the international community to do more. Now, it should help Pakistan plan for the future. Sen. John Kerry has noted that “by helping Pakistan do it right, the US can have a positive and lasting impact.” First and foremost, Pakistanis need to know how the aid is going to be spent.
