Crashes had whittled the expected field from 22 to five

Crashes had whittled the expected field from 22 to five, with wreckage from at least a dozen aircraft at one point strewn about the French airfield. But it did not deter between 300,000 to 500,000 from flocking to the Betheny Plain outside Reims for the final event, drawn by the rush of seeing planes turn, twist and race through the air -- and not deterred by the evident risk. 

That account, from the U.S. Centennial of Flight Commission, was from 1909. More than 100 years later, air shows -- which may include air races -- continue to draw millions. In the process, they generate $110 million annually in the U.S. and Canada alone, according to John Cudahy, president of the International Council of Air Shows. A spike this year in fatalities at such events has raised fresh questions about safety. But it has not detracted from the enthusiasm of many aviation enthusiasts, who still view such races as enthralling competitions. "It's exciting, it's incredibly moving to see these airplanes do what they do and handle the way they are," said aviation analyst Jim Tilmon, himself a former pilot in the U.S. military and with American Airlines, who then compared it to its risks and thrills with auto racing and other sports. Such danger was apparent Friday, when pilot Jimmy Leeward's P-51 aircraft plunged into spectators during a qualifying run at the National Championship Air Races and Air Show outside Reno, Nevada. Nine people -- including the pilot -- were killed, with many more injured. A day later, U.S. Air National Guard Lt. Nate Nueller said an aircraft crashed at a show in Martinsburg, West Virginia, killing the pilot. Cudahy noted there had been at least 13 deaths at U.S. air shows this year -- after none for 2009 and 2010. Mike Cummings, crew chief for the Blue Thunder racing team, watched Leeward's World War II-era plane fly over his head, invert, go into a loop, then slam into the ground. He called the crash "very traumatic (for) the very close-knit" air racing community, be they people such as himself who knew Leeward personally or other enthusiasts worldwide of the sport. Still, he said it would not deter him from continuing to participate. Nor would he hesitate to bring family members, as he has done often in the past, to watch planes race. "(My kids) love the air races," said Cummings. "They realize it's dangerous, that it's not a Sunday afternoon in the park." Air races are sometimes a part of, but distinct from, "air shows," which generally are exhibitions in which pilots demonstrate aerobatics and other aerial moves. 

What made this tragedy especially bad, according to Sharp, was the fact that the crash killed and injured spectators. "The race pilots know going in what the risks are going in," Sharp said air races typically involved 8 different airplanes standing wing tip, to wing tip right before take off. He said pilots had to have a competitive fire burning inside them, to be involved in this sport. Once you were air-borne, Sharp described it as being very "stressful." "Your head is in a swivel, you're looking for everybody around you. Unlike a race car, air racing is three dimensional. You not only have someone next to you, you could have someone above you or below you," said Sharp. With speeds exceeding 400 miles an hour, Sharp said it took a lot of dedication, commitment, and skill to be an air racer. Sharp's wife Patricia Sharp described air show week as a nerve wracking one for spouses of pilots involved in the races. "During that week you don't eat, you don't sleep, you're scared all the time," said Patricia Sharp. What happened in Reno was their worst nightmare, playing out. Sharp said ground crews spent hours checking out the planes from top to bottom several times before the race, but once the wheels lifted off the ground adrenaline, a competitive spirit, and lady luck were managing the controls. "In this case Jimmy was really pushing the envelope very far. You never know why. Those planes are designed to go 400 miles an hour. He was going close to 500," said Sharp. Officials are blaming the crash on a mechanical problem with the plane, but NTSB officials said it could take months before they can pin-point the exact cause of this plane crash.

Nearly 10,000 flights canceled since holiday blizzard began

New York (Profile facts) -- Close to 10,000 total flights have been canceled since the beginning of a holiday blizzard that blanketed much of the U.S. northeast with snow and left thousands stranded.
Airline representatives from AirTran, American, Continental, Delta Air Lines, JetBlue, United, U.S. Airways, Spirit and Southwest reported a total of at least 9,726 trips were called off due to weather since Saturday.
Of those, at least 1,335 flights were canceled on Tuesday as major airports across the region slowly got back to normal.
"With all the cancellations and delays, it'll be two to three days before the airlines are at a regular schedule," said Thomas Bosco, general manager of New York's LaGuardia Airport.
By early Tuesday evening, LaGuardia was still operating well below its normal 70 flights per hour, he said.
John F. Kennedy Airport, in the New York City borough of Queens, and Newark Liberty International, in northern New Jersey, opened to incoming and departing traffic at 6 p.m. Monday, Port Authority spokeswoman Sara Joren said.
AirTran spokesman Christopher White said his airline didn't plan any more cancellations Tuesday after dropping 81 flights on Monday. Instead, White said, AirTran planned to operate additional flights out of LaGuardia, Boston's Logan Airport and White Plains, New York's Westchester County Airport to get people home.
Delta Airlines canceled 300 flights on Tuesday and was still facing reduced operations at JFK and Newark because of runway issues, according to spokesman Trebor Banstetter.
"We're hoping to return to a full schedule at JFK by tomorrow morning, and at Newark by midday tomorrow," Banstetter said.
But the slow recovery left many passengers anxious to get home.
Zarmeen Hussain and her family knew their flight home to New Jersey -- scheduled for Monday evening -- might get canceled. But they didn't expect a four-day delay.
"We were very confused and like, 'Oh, my God,'" Hussain said from an Atlanta hotel Tuesday morning. She, her husband and daughter were in Georgia for a college reunion and were told the earliest available flight will be on Friday.
"We were thinking of the option of driving, but the car rental company gave us a quote of $2,000," Hussain said, laughing. She said many rental car companies are out of vehicles.
Julie Stratton is in a similar predicament. She was scheduled to fly from New York to Indianapolis, Indiana, on Sunday, and ended up sleeping at LaGuardia Airport. Stratton said Monday she was told she might not be able to fly out until Thursday.
"It's not the best of scenarios, no," she said. "But you just have to make the best of it. There's nothing else you can do."
The storm that has unnerved domestic and international travelers produced blinding snow and wreaked havoc from the Carolinas to Maine. By Monday night, more than 4,155 flights had been canceled, up to 32 inches of snow piled up in areas and wind gusts blew as strong as 80 mph.
Several dozen people were trapped and others were thrown to the ground Tuesday when a ski lift at Sugarloaf Mountain in Maine came to an abrupt stop after a cable malfunctioned. CNN meteorologist Jacqui Jeras said wind gusts of up to 50 mph were blowing in the area at the time.
"I felt a jerk," said CNN employee Robb Atkinson, who was among those trapped on the lift. He described hearing "screams from skiers below" as he watched at least three chairs drop 20 to 30 feet to the ground. Atkinson said he and other trapped skiers were watching the injured being carried from the mountain.
"This storm was one of the most challenging storms we've had in a decade or two," Bosco said Monday.
Jeras said the onslaught of snow had stopped, but the storm's impact was still being felt. "The strong winds will be prevalent today," she said Tuesday morning.
And in another move back toward normalcy, New Jersey Senate President Stephen Sweeney -- stepping in as acting governor -- rescinded the state of emergency in that state shortly after 10 p.m. Monday. Several emergency declarations were made in states and cities as the storm barrelled up the East Coast and officials executed emergency plans in an effort to expedite assistance.
On Monday, New York Mayor Michael Bloomberg urged residents not to dial 911 unless calling about a life-saving emergency as the city grappled with the fifth-largest storm in New York history.
Parts of Brooklyn had 24 inches of snow, according to the National Weather Service -- shy of the 32 inches reported in Rahway, New Jersey. High winds were also a problem, including gusts as strong as 80 mph in Wellfleet on Cape Cod, Massachusetts.
The Federal Transportation Security Administration has been coordinating with airports and airlines to bolster staffing as necessary as flights resume, according to spokeswoman Sterling Payne.
Authorities were also investigating an incident that occurred at Lambert-St. Louis International Airport on Tuesday when
the wing of an Airbus jet clipped the horizontal bar near the tail section of another jet while it was being de-iced, according to airport Director Rhonda Hamm-Niebruegge.
Both planes returned to the gate and were undergoing inspection, she said.
Stranded travelers in New York slept on cots and atop luggage carousels Sunday night, while less-fortunate people bedded down on airport floors.
"It looked like everybody was camping inside," said Jacob Chmielecki, who was stranded with his family at New York's LaGuardia airport.
Antonio Christopher said he spent two nights sleeping at Heathrow Airport in London, where snow caused major delays earlier this month. On Monday, he found himself in a similar situation across the pond.
"It's one of those things," he said. "You have to keep up about these things. It was a blizzard. There's nothing you can do about it."
Stranded travelers who tried to call airline representatives to reschedule flights said getting in touch with a live human being proved difficult.
"The phone kept on ringing -- it couldn't go through," Hussain said. "They would hang up on us. The automated system would come, and it just hung up (after saying the) volume of calls are still high. It took us a couple of hours before we got a person."
Other travel -- by rail and road -- was snarled as well. Hundreds of people were left stranded at New York's Pennsylvania railroad station after Long Island Railroad canceled trains.
By Tuesday, police had removed more than 1,000 abandoned vehicles from New York's Van Wyck Expressway and Cross Bronx Expressway, according to Bloomberg, who called the operation "the biggest effort to clear snow our city has ever seen."
"Because the snow fell so quickly and in such great amounts, and because the wind blew so forcefully -- creating whiteouts -- many motorists got stuck and abandoned their vehicles in the middle of streets," the New York mayor said Tuesday
Bloomberg said the states of New York and New Jersey loaned the city 35 ambulances, helping reduce the backlog of emergency medical services requests.
The city has requested private tow companies to assist in cleanup efforts
Bloomberg noted that New York City is also facing blood-supply shortages and asked residents to donate, saying, "We need your help now more than ever."
According to Connecticut Light & Power's website, the number of its customers affected by the storm dropped dramatically from 33,712 on Monday to 753 by Tuesday afternoon. CL&P services 1.2 million Connecticut residents, so less than 1% of customers state-wide were affected.
Some 10,000 customers in Westchester County and New York City lost power due to storm and tree damage, according to a Consolidated Edison statement.

Chance For Flurries On Christmas Eve

COLUMBUS, Ohio — The weather should remain generally calm through Friday under mostly cloudy skies, Live Doppler 10 meteorologist Josh Poland said.
Lows will dip to 20 degrees overnight Thursday, under cloudy skies.
On Friday we'll see a high of 30 degrees, Poland said.

We could see flurries overnight on Christmas Eve into Christmas Day and light snow showers through the day on Christmas.
Snow totals should stay generally light, with 1 to 2 inches of light, fluffy snow possible.

Heavier snowfall will stay to the southern portions of the state.

Once the storm system moves east, it could intensify, Poland said.

Temperatures will stay below normal through the middle of next week before warming up a bit as we head toward New Year's Day.

Christmas Emergency,agencies preparing for possible Christmas snow accumulation

Local emergency officials attended a National Weather Service briefing this afternoon to get information regarding the expected accumulation of snow over the holiday weekend.

According to the NWS, the North Georgia area, as defined through a line north of Rome, Canton and Gainesville, should expect a snow event beginning between 7-9 a.m. Saturday morning. Temperatures will remain above freezing most of the day, so freezing roadways won’t be a problem until 10 p.m. Saturday night.

In the worst case scenario, the area could see 3-6 inches of snow beginning around seven Saturday morning and ending Sunday afternoon. Rome-Floyd County could see some icing on the roadways and overpasses beginning around 10 p.m. Temperatures will not reach above freezing until mid Sunday morning.

The NWS will hold another weather briefing Friday, December 24 at 3 p.m. At such time, local officials will release the most up to date information regarding the snow accumulation.

Scotty Hancock, Director of Floyd County’s Emergency Management Agency, advised residents to be prepared for the possibility of winter weather.

Take the following precautions to provide for the safety and security of their family and property during a winter storm:

Keep your radio or television tuned to a local station to keep informed of current weather conditions and forecasts.

Be prepared at home by keeping adequate supplies: heating fuel, non-perishable food, clean water, flashlights with extra batteries, first aid supplies, extra blankets, and a battery powered radio. A fire extinguisher is also recommended for year-round use, if needed, in your home.

Keep some kind of emergency heating equipment and fuel on hand so you can keep at least one room of your house livable in case your power is off. Keep the room ventilated to avoid buildup of toxic fumes.

Stay indoors as much as possible. If you must go outdoors, dress warm in loose-fitting, layered, lightweight clothing. Your outer garment should be water repellent. Avoid overexertion from walking to get supplies.

Driving conditions might be hazardous, so use precaution while driving.


Desktop alert

Desktop alerting is a relatively young sector of information logistics, where information is sent to an application that displays its content directly on the user's computer desktop. Typically, the alert is delivered to a client computer from a central provider. The client is either an opt-in software product, for example an RSS reader, or an Enterprise-Class software product in a local area network (LAN). As a workplace tool, desktop alerting can serve as tool for reliable information distribution. Desktop alerting has become popular among administrative, corporate and academic organizations.

Conceptual

A desktop alert is an electronic message sent to computers over a local network or over the internet. Techniques used to deliver the message vary, but the end result is usually the appearance of a message on the end-user's desktop. Each recipient's computer typically has a client application installed and running during the entire user session. Targeting recipients can be accomplished by LDAP/active directory integration in a corporate environment or by subscriptions for private users.
Can be from a commercial or corporate point of view, desktop alerting offers some advantages over email and telephone communication. In many cases, the client application can be configured to start automatically with each user session and often is subject to administrative rights only. This offers the advantage over corporate email solutions, that the recipient doesn't have to take any action in order to be able to receive messages. Compared to telephony, a larger number of recipients can be informed in less time, because messages can be sent instantly to hundreds or thousands of users. These benefits have promoted the use of commercial solutions in companies that need reliable methods of one to one and one to many communication, including in emergency management.

Technical

The centrally composed messages are sent over a computer-network to a client computer. The transport protocol depends on the application. In earlier versions of Windows operating systems, the NET protocol was able to deliver desktop alerts in corporate networks by using the command Net send.
Modern mass-alerting applications use IP based protocols, such as UDP or TCP. The delivery of the message can be accomplished by two methods: PUSH and PULL.
PUSH: A concurrent network connection is established between the involved devices. In case a new message or command must be sent from either device, then the sender can instantly deliver the data. The principal benefit of PUSH is that the delivery can be accomplished at near real-time speed.
PULL: The involved devices establish a temporary connection in a specific interval. In case of an RSS-like service, the recipient queries for new data while the connection is established. Although this method is slower than PUSH, it is very common for services provided over the internet, whereas the PUSH method is the preferred method for services in corporate LANs.

Fields of application

Desktop alerting has several fields of application. Commercial applications can be used to deliver important corporate information, for example important notifications from a Service Desk to users in a corporate network or advertisement to consumers. Desktop alert messages can also be used for important employee communications that need higher message cut-through than email messages or the intranet (for example, an important business announcement or product update). Also very popular are RSS feeds, that deliver information on the recipient's personal interest, e.g. sports or economic news. Another field of application is the delivery of information in emergency management.

Emergency Alert System

The Emergency Alert System (EAS) is a national warning system in the United States put into place in 1997, superseding the Emergency Broadcast System (EBS) and the CONELRAD System. It will, in turn, eventually be superseded by iPAWS - the Integrated Public Alert and Warning System. It is jointly coordinated by the Federal Communications Commission (FCC), Federal Emergency Management Agency (FEMA), and the National Weather Service (NWS). The official EAS is designed to enable the President of the United States to speak to the United States within 10 minutes (this official federal EAS has never been activated). The EAS regulations and standards are governed by the Public Safety and Homeland Security Bureau of the FCC. Each state and several territories have their own EAS plan.
The EAS covers AM, FM and Land Mobile Radio Service, as well as VHF, UHF and cable television including low-power stations. Digital television and cable providers, along with Sirius XM satellite radio, IBOC, DAB and digital radio broadcasters have been required to participate in the EAS since December 31, 2006. DirecTV, Dish Network and all other DBS providers have been required to participate since May 31, 2007.

Technical concept

Messages in the EAS are composed of four parts: a digitally encoded SAME header, an attention signal, an audio announcement, and a digitally encoded end-of-message marker.

The SAME header (help·info) is the most critical part of the EAS design. It contains information about who originated the alert (the President, state or local authorities, the National Weather Service, or the broadcaster), a short, general description of the event (tornado, flood, severe thunderstorm), the areas affected (up to 32 counties or states), the expected duration of the event (in minutes), the date and time it was issued (in UTC), and an identification of the originating station. (See SAME for a complete breakdown of the header.)
Over thirty radio stations are designated as National Primary Stations in the Primary Entry Point (PEP) System to distribute Presidential messages to other broadcast stations and cable systems. The Emergency Action Notification is the notice to broadcasters that the President of the United States or his designee will deliver a message over the EAS via the PEP system. "You {AM and FM broadcasters} will hear the following Emergency Action Notification Message from the EAS decoder. This is an Emergency Action Notification requested by the White House. All broadcast stations will follow activation procedures in the EAS Operating Handbook for a national level emergency. The President of the United States or his representative will shortly deliver a message over the Emergency Alert System."

Communications links
The FEMA National Radio System (FNARS) "Provides Primary Entry Point service to the Emergency Alert System," acts as an emergency presidential link into the EAS, and is capable of phone patches. The FNARS net control station is located at the Mount Weather Emergency Operations Center.

What the national level EAS would not do
In a The New York Times article (correction printed January 3, 2002) the lack of news coverage by station WNYC FM, New York, was explained by the destruction of its broadcast transmitters with the collapse of the World Trade Center north tower on 9/11. "No president has ever used the current [EAS] system or its technical predecessors in the last 50 years, despite the Soviet missile crisis, a presidential assassination, the Oklahoma City bombing, major earthquakes and three recent high-alert terrorist warnings... Michael K. Powell, the then chairman of the Federal Communications Commission, which oversees the Emergency Alert System, pointed to 'the ubiquitous media environment,' arguing that the system was, in effect, scooped by CNN, MSNBC, Fox News Channel and other channels... [FEMA] activates the alert system nationally at the behest of the White House on 34 50,000-watt stations that reach 98 percent of Americans... Beyond that, the current Emergency Alert System signal is an audio message only—which pre-empts all programming—so that viewers who were watching color images of the trade center on Sept. 11 would have been able to see only a screen with a generic text message along with a presidential voice-over, if an emergency message had been activated."
Other than the on-screen scrolling message accompanying the initial activation, the Federal Communications System EAS TV Handbook - 2007 does not include any sort of visual element. Under the SAME protocol, precise emergency information would be delivered aurally.

EAS header
Because the header lacks error detection codes, it is repeated three times for redundancy. However, the repetition of the data can itself be considered an error detection and correction code—like any error detection or correction code, it adds redundant information to the signal in order to make errors identifiable. EAS decoders compare the received headers against one another, looking for an exact match between any two, eliminating most errors which can cause an activation to fail. The decoder then decides whether to ignore the message or to relay it on the air if the message applies to the local area served by the station (following parameters set by the broadcaster).
The SAME header bursts are followed by an attention signal (help·info) which lasts between eight and 25 seconds, depending on the originating station. The tone is 1050 Hz (help·info) on a NOAA Weather Radio station, while on commercial broadcast stations, it consists of a "two tone" combination of 853 Hz and 960 Hz sine waves and is the same attention signal used by the older Emergency Broadcast System. The "two tone" system is no longer required as of 1998 and is to be used only for audio alerts before EAS messages. Like the EBS, the attention signal is followed by a voice message describing the details of the alert.

The message ends with three bursts of the AFSK "EOM", or End of Message, which is the text NNNN, preceded each time by the binary 10101011 calibration.
The White House has endorsed the migration to the Common Alerting Protocol (CAP) and FEMA is in the process of testing implementation.

Station requirements

The FCC requires all broadcast stations and multichannel video programming distributors (MVPD) to install and maintain EAS decoders and encoders at their control points. These decoders continuously monitor the signals from other nearby broadcast stations for EAS messages. For reliability, at least two other source stations must be monitored, one of which must be a designated local primary. Stations are to retain the latest version of the EAS handbook.
Stations are required by law to keep full logs of all received and transmitted EAS messages. Logs may be kept by hand but are usually kept automatically by a small receipt printer in the encoder/decoder unit. Logs may also be kept electronically inside the unit as long as there is access to an external printer or method to transfer them to a personal computer.
In addition to the audio messages transmitted by radio stations, television stations must also transmit a visual message. A text "crawl" is displayed at the top of the screen that contains all of the information encoded in the initial SAME header. A color coded "crawl" system is often used where the color signifies the priority of the message. Some television stations transmit only the visual message which is outside of the requirements. A television station may be used for monitoring by another station and thus the audio is necessary.

Upon reception of an alert, a station must relay EAN (Emergency Action Notification) and EAT (Emergency Action Termination) messages immediately (US FCC 7). Stations traditionally have been allowed to opt out of relaying other alerts such as severe weather, and child abduction emergencies (AMBER Alerts) if they so choose. Under new rules published on July 12, 2007, the FCC intends to require all stations to relay state and local alerts tha got are approved by their states' governors (pending approval of the CAP standard).
Some stations may be non-participating, and do not relay messages. Instead they transmit a message instructing listeners/viewers to tune to another station for the information, and they must then suspend their operation.
EAS equipment must be FCC certified for use as described above.

System test

All EAS equipment must be tested weekly. The required weekly test (RWT) consists of the header and the end-of-message SAME bursts. The RWT does not need an audio or graphic message announcing the test, although many stations will provide them as a courtesy to the listener or viewer. Television stations are not required to transmit a video message for weekly tests. RWTs are scheduled by the station, on random days and times, and are generally not relayed.
On cable systems before the start of the EAS test, all of a system's channels, both on cable ready televisions directly connected to the coaxial cable, and those on cable boxes, are redirected to one digital channel which is received on all tiers of service, but doesn't usually give out news or weather information (such as the TV Guide Network, QVC, HSN, or a public access station), where the test occurs from the local headend office or from the system's master office elsewhere in the region. Newer technology allows cable DVR and video on demand systems to interrupt playback of a program for an EAS test. After the test ends, the one channel usually remains on screen for 5-10 additional seconds before the original station/network is returned to.
Required Monthly Tests (RMTs) are generally originated by the primary relay station or a State's EAS agency, relayed by broadcast and cable stations. Some RMT's are issued by the National Weather Service, sometimes for Statewide Severe Weather Drills. RMTs are conducted with the following procedure:
Normal programming is suspended (commonly during commercial breaks), and an announcement may be made such as: "The following is a monthly test of the Emergency Alert System. This is only a test."
The SAME Header burst is sent, perhaps followed by an attention signal.
Another voice message is sent, which runs something like this:
"This is a coordinated monthly test of the broadcast stations in your area. Equipment that can quickly warn you during emergencies is being tested. If this had been an actual emergency such as a tornado warning or severe thunderstorm warning, official messages would have followed the alert tone. This concludes this test of the Emergency Alert System." (many state/local plans have different scripts)
The SAME EOM burst is sent.
RMTs must be performed between 8:30 a.m. and local sunset during odd numbered months, and local sunset to 8:30AM for even months. Received tests must be retransmitted within 60 minutes from receipt.[6] Additionally, an RMT cannot be scheduled or conducted during an event of great importance such as a pre-announced Presidential speech, coverage of a national election or a major sporting event such as the Olympic Games, the Super Bowl or the World Series as mentioned in individual EAS state plans.
An RWT is not required during a calendar week in which an RMT is scheduled. No testing has to be done at all during a calendar week in which the EAS has been legitimately activated. Coordinated national tests are planned to be conducted at least once every year, beginning in 2011, and are very similar to RMTs

Additions and proposals

The number of event types in the national system has grown to eighty. At first, almost all but three of the events (civil emergency message, immediate evacuation, and emergency action notification (national emergency)) were weather-related (such as a tornado warning). Since then, several classes of non-weather emergencies have been added, including, in most states, the AMBER Alert System for child abduction emergencies.
In 2004, the FCC issued a Notice of Proposed Rulemaking seeking comment on whether EAS in its present form is the most effective mechanism for warning the American public of an emergency and, if not, on how EAS can be improved, such as mandatory text messages to cellphones, regardless of subscription. As noted above, rules implemented by the FCC on July 12, 2007 provisionally endorse replacing the SAME protocol with CAP and allow governors to compel universal activation of the system within their own states.

EAS is designed to be useful for the entire public, not just those with SAME-capable equipment. However, several consumer-level radios do exist, especially weather radio receivers, which are available to the public through both mail-order and retailers including Radio Shack and several others. Other specialty receivers for AM/FM/ACSSB(R)(LM(R)) are available only through mail-order, or in some places from federal, state, or local governments, especially where there is a potential hazard nearby such as a chemical factory. These radios come pre-tuned to a station in each area that has agreed to provide this service to local emergency management officials and agencies, often with a direct link back to the plant's safety system or control room for instant activation should an evacuation or other emergency arise.
The ability to narrow messages down so that only the actual area in danger is alerted is extremely helpful in preventing false warnings, which was previously a major tune-out factor. Instead of sounding for all warnings within a station's area, SAME-decoder radios now sound only for the counties they are programmed for. When the alarm sounds, anyone with the radio knows that the danger is nearby and protective action should be taken. For this reason, the goal of the National Weather Service is that each home should have both a smoke detector and a SAME weather radio.
The United States Military has recently employed emergency notification technologies at The United States Academy at West Point, The United States Air Force Academy and numerous military installations to assist in critical and mass notification to base personnel using alert software designed by Desktop Alert.
Currently under development is new infrastructure called the Digital Emergency Alert System. This system would allow the transmission of emergency alerts directly to citizens and responders. These alerts would be sent to users of computers, mobile phones, pagers, and other devices.

Incidents

During the September 11 attacks in 2001, "... the EAS was not activated nationally or regionally in New York or Washington during the terrorist attacks on the nation." Richard Rudman, then chairman of the EAS National Advisory Committee explained that near immediate coverage in the national media meant that the media itself provided the warning or alert of what had happened and what might happen as quickly as the information could be distributed. "Some events really do serve as their own alerts and warnings. With the immediate live media coverage, the need for an EAS warning was lessened." 34 PEP stations were kept on high alert for use if the President had decided to order an Emergency Action Notification. "PEP is really a last-ditch effort to get a message out if the president cannot get to the media."
On February 1, 2005, someone activated an EAS message over radio and television stations in Connecticut telling residents to evacuate the state immediately. Officials at the Office of Emergency Management announced that the activation and broadcast of the Emergency Alert System was in error due to possibly the wrong button being pressed. "State police said they received no calls related to the erroneous alert."
On June 26, 2007, the EAS in Illinois was activated at 7:35AM CDT and issued an Emergency Action Notification Message for the United States. This was followed by dead air and then WGN radio (the station designated to simulcast the alert message) being played on almost every television and radio station in the Chicago area and throughout much of Illinois. The accidental EAN activation was caused when a government contractor installing a new satellite receiver as part of a new national delivery path incorrectly left the receiver connected and wired to the state EOC's EAS transmitter before final closed circuit testing of the new delivery path had been completed.
On October 19, 2008 KWVE-FM of San Clemente, California was scheduled to conduct a Required Weekly Test; however, it conducted a Required Monthly Test by mistake, causing all stations and cable systems in the immediate area to relay the test. In addition, the operator aborted the test midway through, leading the station to fail to broadcast the SAME EOM burst to end the test, causing all area outlets to broadcast KWVE-FM's programming until those stations took their equipment offline. On September 15, 2009, the Federal Communications Commission fined its licensee, Calvary Chapel of Costa Mesa, $5000 for the botched EAS test. After the fine was levied, various state broadcast associations in the United States submitted joint letters to the FCC, protesting against the fine, saying that the FCC could have handled the matter better. On November 13, 2009, the FCC rescinded its fine against KWVE-FM, but had still admonished the station for broadcasting an unauthorised RMT, as well as omitting the code to end the test.
On May 20, 2010, The NOAA All-Hazards radio EAS was activated at a little after 5PM on Wednesday. Wednesday is the day that all NOAA National Weather Service offices send test messages over NOAA Weather Radio stations. The message transmitted was a Severe Thunderstorm Warning, issued by the National Weather Service in Pendleton, Oregon, but the transmission was somehow botched. The audio portion of the message was silent for a moment, followed by a few words in Spanish.
During September, 2010, the staff of KCST radio in Florence, Oregon noticed that their EAS equipment would repeatedly unmute as if receiving an incoming EAS message several times a week. During each event, the same commercial advertisement for ARCO/BP gasoline could be heard, along with the words "This test has been brought to you by ARCO". Further investigation by the primary station transmitting the commercial revealed that the spot had been produced using an audio clip of an actual EAS header which had been modified somewhat to disguise it's origin and presumably prevent it from triggering false positive alert reactions in EAS equipment. The spot was distributed nationally, and after it had once been identified as the source of the false EAS equipment trips, various stations around the country reported having had similar experiences. After a widespread notification by the Society of Broadcast Engineers was issued, ARCO's ad agency withdrew the commercial from air play.

In the video game Call of Duty: Modern Warfare 2, during a Russian invasion of the United States, one of the loading screen videos is simply the Emergency Alert System. A message scrolls across the screen giving evacuation instructions for residents of Prince George's County. Strangely, the scrolling message says "EMERGENCY BROADCAST SYSTEM" when the tone is actually the EAS tone.

Wintry weather will make its way into the region late in the day on Friday (Christmas Eve), prompting a WINTER WEATHER ADVISORY for most of Southern Illinois and Southeast Missouri. This advisory will go into effect on Noon Friday and continue through Noon on Christmas Day.

While snow showers are expected across all of the area Friday night into Christmas Day, accumulating snow will be more likely along and northwest of the Ohio River. 1-3 inches of snow is expected in the advisory area. An inch or less is expected in areas South of the Ohio River, including the Purchase of Western Kentucky, NW Tennessee, and the Missouri Bootheel.
The Kentucky Department of Transportation has been pre-treating roadways in Western Kentucky in advance of the wintry weather as heavy travel is expected during the holiday weekend. They encourage motorists to allow extra time during inclimate weather.

Apparent fireworks explosion kills 5 in Mexico

MEXICO CITY -- Authorities in Mexico City say an explosion inside a home where illegal fireworks were stored has wrecked two houses, killing at least three adults and two children.

City police say 10 more people have been injured and 13 other houses sustained damage in Saturday' blast in the Iztacalco district in the capital's northeast.

Police say they have detained the owner of the house where the explosion occurred and at least one other person.

20 killed, 17 trapped in China mine blast,coal mine in Henan province

Twenty mine workers were killed and 17 trapped in a deadly explosion just after 6 a.m. in a coal mine in Henan province in the central region of China. The blast, which happened shortly after the world’s attention was focused on the dramatic rescue of 33 mine workers in Chile, occurred in a pit owned by Pingyu Coal & Electric Co., Ltd., according to state run news agency Xinhua. Last year more than 2,600 people died in mining accidents in China, where the mining industry is the most dangerous in the world.
An official with the state work safety administration said it is not clear how far underground the trapped workers are, and he had not details on what caused the explosion. One of China’s deadliest mine accidents happened in Henan province in October 2004 when a gas explosion in the Daping mine killed 148 people.

Earlier this year China executed a mine rescue operation similar to Chile’s, although the miners were only trapped for a little over one week. 115 miners, who were extracted from a flooded mine in the northern province of Shanxi, survived by eating tree bark, paper, sawdust and even coal. Some miners used their belts to tie themselves to the walls so that they would not drown while sleeping.

After miners successful rescue, focus shifts to safety

After 69 days and a cost as high as $20 million, 33 miners have finally been extracted from the bowels of the earth. To roaring applause, Chilean President Sebastian Pinera placed a metal cap on top of the rescue hole early Thursday morning -- and marked the end of a rescue operation that captivated the globe.
But in a way, the story is just beginning -- both for the miners, who now must live with their new status as folk heroes and the spotlight that comes with it, and the government, whose attention turns to protecting workers' safety.
"I hope this will never happen again," said shift foreman Luis Urzua, the last miner out of the gold and copper mine, as Pinera embraced him.
Rescue worker Manuel Gonzalez, the first human being to descend more than 2,000 feet in a custom-made capsule to reach the miners, was the last of six rescuers to ascend. He waved and bowed before an underground camera before climbing into the capsule for the last time.
Colleagues and onlookers cheered as Gonzalez surfaced, with one person quipping, "Did you leave everything in order down there? Are the beds made? You didn't turn off the light.

But the situation wasn't entirely light-hearted. He too urged the president to push for worker safety.
"I hope we have learned from it and that Chilean mining will be different," he told Pinera. "I hope that things will be done correctly .. especially dealing with small mining concerns - that things be done right.," Gonzalez told the president. "This is what I want."

As worldwide exultation over the rescue begins to settle, more daunting tasks loom -- understanding why the mine collapsed on August 5, and making sure such an incident doesn't happen again.
Pinera said the mine should "never should have functioned as it was functioning; it had a long history of violations."
"I want to announce to the Chilean workers and the employers that we are going to make a new pact in which the life, dignity and protection of workers will be the focus of government concern," he said.
Representatives of the mine owner, the San Esteban Mining Co., have previously said they will cooperate fully with Chilean authorities and the Chilean Congress in their inquiries about what went wrong at the mine.
Pinera put the price of the rescue mission at $10 million to $20 million.
"Every peso was well spent," he said.
As drillers pierced through tons of earth to make an escape shaft for the men, the miners subsisted on food, medicine and supplies dropped to them through a 4-inch-wide tube.

Most of the miners "really are in good condition," said Chilean Health Minister Jaime Manalich. Some, he said, may be able to leave the hospital Thursday afternoon.
When they do, their lives will not be the same.
Mario Sepulveda, the second miner extracted, said he hoped to maintain a low-key profile.
"The only thing I ask, personally, is that you please not treat us like celebrities or journalists," he said. "I want to continue being treated like Mario Antonio Sepulveda Espinace, the worker, the miner. I love that, and I think that in some shape, way or form I want to continue working."
But that is unlikely.
The men -- ranging in age from 19 to 63 -- will feel the crush of media requests and offers from book publishers, movie and television producers.
They may also have to speak to lawyers about a lawsuit filed against their employer.
They will be inundated with the warm wishes of spectators and peppered with questions from strangers. The Chilean Mining Ministry has set up a website to collect greetings, and already there are many from Italy, China, the United States and a dozen other nations.
Carlos Mamani, the only non-Chilean trapped, has personally been promised help from his country's head of state: Bolivian President Evo Morales. He had only been working in the mine for five days before the collapse, and his father-in-law has told reporters that Mamani has decided to never work in a mine again.
A special invitation to visit Elvis Presley's Tennessee home awaited Edison Pena -- a die-hard Elvis fan who led his fellow trapped miners in sing-alongs to pass time while waiting for their rescue.
How the miners handle the attention could progress or hinder their recovery, experts said.
"It's a great problem for regular people, who are subjected to intense publicity and focus," said Leo Braudy, author of the book, "The Frenzy of Renown: Fame and Its History."
"They're lionized; and for some of them, it destroyed them," he said, referring to an incident in which a paramedic who rescued baby Jessica McClure from a Texas well took his life years later.
For now, experts say, the men should relish the joyful homecoming after their harrowing ordeal.
The rescue began Tuesday night. One by one, the miners ascended to freedom in a red, white and blue metal capsule.
The first to arrive was a beaming Florencio Avalos, who stepped out of the "Fenix-2" capsule, named for the mythical bird that rose from ashes.
The others followed.
Each time the capsule approached the earth's surface, its cargo was heralded by the wail of a siren and applause from relatives and rescuers assembled nearby. Family members who bit their lips as each man began his ascent, broke into smiles as they emerged.
The rejoicing was loud throughout Chile and the world.

In the capital, Santiago, hundreds wept and embraced as they watched the rescue on a flickering big screen TV set up in a square. Chants of "Chi! Chi! Chi! Le! Le! Le!" rang from the windows of the hospital where the men were eventually taken.
Around the world, strangers sat glued to television sets.
As they arrived, some of the miners signaled a thumbs-up. Others waved Chilean flags. One led the crowd in a chant for Chile. Some dropped to their knees and prayed. Mostly, though, they embraced their families.
During the course of the day Wednesday, the pace of the rescues increased from one per hour to three, progress that was measured by the spinning of the metal wheel that let out and then shortened the cable attached to the capsule -- a makeshift elevator with only two stops.
The last to surface was Urzua, the 54-year-old shift boss, who insisted on going after all the others -- 22-and-a-half hours after the rescue began.
It was he who first established contact with the outside world on August 22, 17 days after the mine collapsed.
It was he who divided the cans of tuna that helped keep the men alive until they were discovered, and it was he who organized the 32 others into three work shifts and pored over diagrams that helped rescuers plan the men's escape.
"He was a shift boss who made us proud," Pinera told Chileans in a televised address. "I want to thank the families of the miners who maintained faith -- this faith that ended up moving mountains."
